BRISBANE, Queensland, Oct. 28 -- The Queensland Department of the Premier and Cabinet issued text of the following statement:
JOINT STATEMENT
Attorney-General and Minister for Justice and Minister for Integrity
The Honourable Deb Frecklington
Minister for Families, Seniors and Disability Services and Minister for Child Safety and the Prevention of Domestic and Family Violence
The Honourable Amanda Stoker
* The Crisafulli Government has today provided a three-month delivery update on implementation of the Child Safety Commission of Inquiry.
* Seven recommendations are in progress or complete in the first three months.
* The remaining 41 recommendations remain on track.
* The Child Safety Cabinet Committee is overseeing implementation of recommendations to fix Labor's broken child safety system, to support more children into stable family-based care and adoption, and fewer in Residential Care.
The Crisafulli Government has today delivered a three-month delivery report on the implementation of the landmark Child Safety Commission of Inquiry response.
In the first three months seven key recommendations have been implemented and a further 41 to be delivered over the coming 21 months.
The Crisafulli Government accepted or accepted-in-principle 48 of the Anastassiou Inquiry's 52 recommendations and committed $200 million to drive sweeping reforms.
The landmark Anastassiou Inquiry uncovered shocking harm and sexual abuse in a broken child safety system that had also allowed the use of residential care to explode and foster care and adoption declining.
In its first delivery update for the Anastassiou Inquiry, key recommendations have been progressed, including:
* Recommendation 6 - Casework decisions in best interests of the child: changes to strengthen decision-making practices, service-delivery processes, workforce capability and oversight have been made to enact this recommendation. This has been reflected through updates to the Care Arrangements Practice Kit and enhancements to the Youth Co-Responder pilot and to the Unify system with the establishment of the Statewide Child Safety Service Centre. This recommendation will be subject to ongoing oversight by the Child Safety Cabinet Committee for accountability through the Department.
* Recommendation 34 -Pre-Qualification Framework: A framework has been developed, and is now being used by the Department. The framework includes financial viability assessments, licensing readiness, evidence-based decision-making and pre-contracting requirements. The effectiveness of the new framework will be monitored by the Department for ongoing accountability.
* Recommendation 41 - Reviews of incidents harming community members: A new case practice review model has been established for incidents involving a child or young person in care that resulted in the serious injury or death to a member of the community.
* Recommendation 42 - Using hotels and motels as emergency accommodation: New elevated governance and authorisation measures have been implemented to ensure these care arrangements are only used for a limited time in exceptional circumstances. While changes have been made to process and practice arrangements, this recommendation will remain open under ongoing implementation until the Crisafulli Government is confident reform has been effectively embedded.
* Recommendations 47 - Ministerial-level accountability for broad child protection system, and 51 - Independent implementation and reform assurance function: A Child Safety Cabinet Committee has been established to oversee implementation of the Government's response to the Inquiry and has met 8 times to progress delivery of recommendations.
* Recommendation 52- Government response to this Report: The Crisafulli Government delivered its response to the Anastassiou Inquiry and has commenced delivery.
Attorney-General and Minister for Justice and Minister for Integrity Deb Frecklington said the Crisafulli Government was focused on delivering reform to improve outcomes for vulnerable children.
"When we responded to the Commission of Inquiry, we made a clear commitment to Queenslanders to deliver these reforms properly and ensure they create lasting change," the Attorney-General said.
"We're getting on with the job, with six recommendations already completed and progress being made across the remaining reforms.
"These are important changes and our focus is making sure every recommendation is implemented effectively to deliver the protections and outcomes the Commission intended.
"Reform isn't just about ticking a box, it's about ensuring the changes are working in practice and making a real difference for vulnerable children."
Minister for Child Safety and the Prevention of Domestic and Family Violence Amanda Stoker said the Anastassiou Inquiry charted a course to repairing the broken child safety system.
"It's clear there is much work to be done to reform the broken Child Safety system we inherited from Labor, but we are on the path to repair," Minister Stoker said.
"We can't fix what we don't measure, and this delivery update shows progress is being made on the reforms needed to protect vulnerable children.
"It is important this reform becomes the cornerstone of the child safety system, which is why I will be requiring ongoing monitoring for several of these recommendations - this is not set and forget."
